Repairing Front Steps

How would I go about fixing up these steps in front of a detached home?

There are some sizable divots on the top landing (dark spots filled with debris). I am concerned that the divots might get worse. I also don't know if the material is technically concrete or not due to all the little stones embedded in it.

The landing is exposed to snow and ice (-20°C) and ice melt salt, in the winter, and direct sun (30°C) in the summer.

You can see an old parging job coming off. It was only applies to the risers and not the treads or landing.
