If you saw this section of pipe in a sewer line inspection, would you recommend replacing this section of pipe or relining it?

Long story short:
I bought a new house (western PA)
Had a sewer inspection done
Plumbers gave quote to fix sewer line (there were more issues than just those in the image)
We as the buyers and the seller and all agents involved believed this quote would fix sewer line
They came and did the job, had it inspected, etc. (but where I'm at apparently they only assess the specific work done on sewer system not the entire thing)
Not sure how much seller used it after it was fixed, I believe he had already moved out
We move in and a week after us moving in, we have sewer water coming out floor drain in basement
Company comes out, says there is a blockage 25' from house trap (aligns with original video)
Says its not their fault and is trying to charge us $4500 (which admittedly is probably pretty cheap to reline 40' of sewer line, though they originally were trying to charge $6500)
However, they were supposed to fix every problem as part of the real estate transaction and already have been paid $15000 for "fixing" the sewer line.
Obviously wasn't fixed as it is already getting clogged (and to our knowledge, the seller of the house did not have this issue prior to work being done)

If you were quoting this job knowing you had to make it right for the real estate transaction, would you have called out this shifted pipe as needing fixed? The owner of the company even admitted they probably should have but would have added $8-9k on the original quote, but why wouldn't you do that then?

If you were in this situation, what do you think a fair resolution would be for both me and the plumbing company?
