Registered for a DTI business name back in 2022, forgot about it, and would now want to register the business. Would I be hit with penalties?

I just had an idea of starting a consulting agency back in 2022 so I registered a business name with DTI, but life happened and I forgot about it. It was never operational. But I've seen that there's a 30 day deadline to get registered with BIR after securing a business name in DTI. The penalty stories stresses me out a bit.
Given the years elapsed, is it a good idea to just register for a new business name before going to BIR?
