Need Advice on this

First photo is how it started and second photo is today.
I have had this new Oranda in a 10 gallon hospital tank setup for a little over 2 weeks now. When I got him, I treated him with Ich-X for about a week because he had signs of ich. This this stuff showed up on his tail and I thought maybe it was a secondary fungal situation, so I stopped the ich-x since that was all gone and did a methalyne blue bath twice, over the course of 3 days. The white stuff has now sloughed off and revealed an ulcer of sorts underneath. I have been treating the water with Sulfaplex, aquarium salts, and have a bubbler going. I do 30% water changes daily. I just can’t figure out what else to do, it feels like it keeps getting worse.
Am I doing something wrong? Doing too much? I have a 65 gallon I will be adding him to with my ranchu when he is healthy. Is keeping him in the 10 gallon doing more harm than good? I am so frustrated and at a loss of what I should do. He still eats and swims like normal, he’s very active. He has had 3 doses of sulfaplex , today will be #4. Please advise, TIA
