Ive played through the game twice. In the past i could track a human and i would get that human as long as it was at 100%. Thats not the case now. Any advice on how to get the human im looking for so i dont waste resources?

Anybody ever see this? Powers on green light. Red light on lock. I have 3 tommys. On me. Ive restarted left and came back. Help
