Are there any mechanics which consider your whole stat, rather than your effective bonus?

Friend and I were discussing 'blessed objects that probably aren't as powerful as they look on the surface' and one that came up was for things that somehow give you 'more stat points' but specifically don't increase your stat bonus - so if you have 10 base, put on the ring of phantom strength for 1000 strength, you still have a +0 bonus, if that makes sense.

So really we were curious about which systems in DND5 use the 'whole stat' rather than the effective bonus.

Dallas area - market recovery?

Anyone know when the market in the DFW area might bounce back?

There are 6+ houses for sale in our couple blocks (including us), no one is getting showings, pricing is at or below market price for the area. We get visitors at open house and they say the price is right.

Other realtors have confirmed no showings, no sales. Friends 50 miles away (which is still the same market, welcome to DFW) confirm the same. Our realtor has 3 flips waiting to resell, my former realtor says the market is just as flat for her so it's not our current team.

It's frustrating, time on market when we listed was 30 days. Then 45. Then 90. Now it's 'who even knows anymore'.
