Im just doing some work on a new to me (2012) VW Passat TDI and I noticed this cover and when I take it off seems like it would be a vent for cooling the tires and breaks. Does anyone else have this on theirs is there a benefit to taking off the cover?

I primarily drive city right now and do the odd long road trip maybe once a month or so. Any insight would be great

I know this isnt a TDI specific question but I figured this was the best place to ask questions regarding my car.
