Help! Wife's new rose plant getting destroyed

My wife just planted a new rose plant she got for Mother's Day, and over the course of just the last few days, it has been completely destroyed.

She initially thought a mole maybe or perhaps rabbits, and got lavender and mint to spread around as we read this could help deter. Well, it did NOT. The "after" picture I included was just this morning...

Needless to say, she is super bummed and I'm trying everything I can think of to help. I ordered "Invisible Fence" spray and also motion-activated lights I'm going to put up (this bed is in front of our front porch), as I'm heavily leaning toward it being deer and was hoping these would prove to actually be deterrent to them coming back.

Am I off in thinking it's deer?? I'm desperate at this point and any help would be greatly appreciated!

So, is that "Invisible Fence" spray just worthless for this? And how long should we try to keep it covered? What does an "established" rose bush look like or the timeline for that?

It sounds like the consensus is deer. I'll try to see if we can do the wire basket, and hopefully the "Invisible Fence" spray may work for us as it helped some here.
