Can the main valve wear out from repeatedly shutting on and off?

I’d like to start this off apologizing if I don’t use the right terminology for a few things, English isn’t my first language.

I’m not a homeowner per se but I don’t know where else to post this. I’m using my grandparents’ apartment as they currently live in a different city and I’m here for university. A year and a half ago I flooded due to a sink hose breaking overnight. Ever since then, I shut down the main water supply every time I won’t be alert for over an hour (be that I’ll be outside or asleep). Today I went to shut it back on and I found a small puddle on my doorstep (for the third time, second time in a row, the first one was a few weeks ago) which I traced and found it originated right by the valve. What could’ve caused this? Did I wear my valve out? Rationally, I know even without shutting it off and on every time the risk of flood is minimal, but it’s mostly for my peace of mind. What should I do about this? I know it’s probably something I don’t need to be cheap on but I don’t have a lot of money at my disposal.

For context, this building was built around 1960, I don’t know about any repairs been done here either (not saying they didn’t happen, just saying I don’t have the knowledge of them).

PS: I’d like to add that I’ve felt electrical shocks (the annoying kind) when touching the shower, the fridge and my laptop while connected to the TV via HDMI. is this something I should worry about, or just coincidence?
