Would you do anything about this free roaming dog?

So today for the second time I "found" the same dog roaming in the park all by itself while walking my dogs. I called the number on its tag and got told "yeah let him go to the bathroom" and hung up on. Turns out his owner appears to live in her car nearby and just lets him run free without her. Last time I found him, she was out searching for him because he'd wandered too far.

I'm not a person to go to the authorities unless it's really serious and have no desire to see a loved pet get taken from someone. I also know what dogs can mean to people experiencing homelessness and again, don't want him taken from her unless absolutely necessary. But this seems insane.

For one, tons of people in this neighborhood walk dogs in the park every morning and he approached them all. Thankfully my dogs are super friendly, but not all dogs are and he's a tiny Chihuahua, he's the one that's going to get hurt. Today he stayed with my dogs the entire walk and tried to follow us home. Two, there are coyotes in my area, little guy is gonna get eaten one of these days. Three, I really feel for people afraid of dogs because he's very friendly and also approached all the people (I'm sure if he wasn't so small, someone would have done something already). For reference, we're in a busy suburb in a major city in the US.

He's well fed and I see no other signs of abuse, but I'm concerned for his welfare. His owner does not seem friendly or open to feedback. Should I do something next time I find him or leave him be? What's the best thing to do without just getting him sent to a kill shelter?
