I was reading Ecclesiastical History book 5, and stumbled on the part where Victor 1 excommunicated all of the Eastern Bishops in 190 A.D. He later reversed the decision, but wouldn’t this be an early claim to universal jurisdiction? How would I respond to this from a Catholic?
