Replacing old asbestos-tar-based bond breaker with modern equivalent

Long story short, at my current jobsite we have an old I-beam acting as an anchorage set into a concrete monolith, the last 24" of which was coated in a half inch of asbestos mastic to allow for movement at the connection point. We recently removed the surrounding concrete to inspect the connection and had the asbestos material abated, now it's time to replace the concrete. Anyone have any experience with modern alternatives to the old mastic? The bond breakers I've worked with are all too thin to have the same effect that the thicker tar did. A thought we've had was to just surround the anchorage with expansion joint material to provide the same effect the mastic was having. Any other ideas are welcome!
