Based on her personality from ovenbreak with explanation for anyone who hasn't seen it. Here's some of my headcanon on how her voice should sound based:

-More bounce: Timekeeper is known to be eccentric, showing up at her own whims and meddling in timelines and enjoying things a lot when fun to her. Her excitement for interesting things in the world isn't that prevalent in her speech. Like when she's saying Time for her to make her move, that's something she would be excited by finally having the chance to do (imagine the caps as higher and loud pitch) "To make my move!"

Switches between fast and elongated speech: As a cookie who's well aquainted with time, and likes to be efficient, she would wisely choose which part of her speech should be, especially if she was in a rush or making quips they'd be faster.

-Deeper for serious moments: For example when she's talking about timelines failing, that's a matter where her fun personality would change completely to her serious one. That switch difference them isn't as prevelant as it is in ovenbreak, they'll completely cut the music when she talks about these things or lower the tone of it as emphasis of these important moments.

-Emphasising her emotions more: Timekeeper Cookie has watched timelines for a very long time, she will do things in whims if she's bored that will make her happy or excited, one of her alternate selves became so consumed by grief she locked herself in a time pocket. This emphasis shows in the way she wields time power, it's flashy, extravagant and has the depth of time behind it. Also more cheeky for moments where she is.

I also wanted to highlight the things I like about the voice because I think it's ok compared to some others!

-Mature/Understanding: Being an all knowing counterpart to Croissant Cookie, that makes sense! I think the tone itself is really good. But I think there can still be a good balance between fun and mature. Hollyberry Cookie's voice is a good example of that!

-There's a little elongation at the end of words, just not in the middle: When she says "It's time for me..." the me is drawn out a little! I would have pictured more but I still like that it's there ^-^

This isn't hate for the voice or actor I love this VA's work!
It sounds incredibly similar to Eula's from genshin which I feel works incredibly for that character! Just not as well in this scenario ^^;
I also adore her voice for Pumpkin Pie Cookie so I know Suzie has great range and portrays emotion well.
Wether it was a direction or actor decision we won't know and I respect it's hard to make things perfect, so this post isn't made with the intent to ask for a fix, but to encourage character/voice analysis or creative headcanons in a positive way!
