So I remember my mom watched this movie with me and my sister and it's mostly foggy but I think this little girl goes to live with her aunt cuz her parents died and the rest of the movie is really foggy up until the end which I remember the best. She wanted to go to a carnival or something but her aunt wouldn't let her so she tried to sneak out through her window and the tree by her window but she fell and I think broke both legs and the movie ended with a man carrying her onto a train cause her legs got paralyzed and her aunt following I think?
