What happens to pending PR applications if there is a change in rules / legislation?

My Canada PR application (Outland Express Entry - PNP Draw) has been pending since Aug 2024. Got approval and PPR in Jun 2025, but since I notified IRCC of baby due in Jul, haven't heard much with a significant update.

While balancing the costs vs. benefit of filing a Mandamus lawsuit, one thing I was wondering is, can changes in immigration rules / laws affect pending applications (e.g., if they stop issuing PRs to Outland PR applicants), or are they somehow always "grandfathered" and adjudicated based on their eligibility at-the-time of filing? Has it happened in the past, where people with pending PR applications have found themselves no longer eligible due to a change in law?

Are the increased numbers of EB1A / EB2-NIW applications evidence that the system is being abused?

A combination of ever-increasing country backlogs, and insane PERM processing times, has led to the formation of a new industry of "consultants" and "attorneys", that steer individuals desperate for a Green Card, towards applying for I-140 directly, through "profile building". Of course, you need to make sure you fill their wallets nicely first. The more desperate you are, the higher your willingness to pay. I know someone who spent ~40k in attorney fees after not being selected in the H1b lottery 2-3 times, and was desperate to stay in the US.

Let's be honest just for a second. People that truly are exceptional, don't need to "profile build" (let alone pay for "independent references", obscure non-peer reviewed publications, etc.) Their work speaks for itself, and is recognized broadly in the field. Think articles in top journals, citations, refereeing top journals, conference invitations at research schools, prestigious awards, etc. To these people, the immigration benefit is incidental to them being exceptional, rather than their primary goal through "profile building"

Vast majority of you here I'm afraid, are not exceptional. Just desperate for a Green Card, and are using EB1A / EB2-NIW as a loophole to circumvent backlogs or PERM. How is this not abusing the system? Just how H1b was abused, so is now EB1A and EB2-NIW.
