How can I make a anonymous welfare check?
Hi reddit, first time posting here.

So I want to make an anonymous welfare check to my sister's house because I recently talked to my mother who lives with my sister and she told me how the whole house STINKS like dog poop and pee, dogs are not trained nor vaccinated, they're always on the loose and the owners (my nieces and nephew) don't care at all, now my mom is around her 70s she doesn't have her fingers on both feet and is very sick and she has to be the one who picks up the dog poop and clean the backyard (where she lives) all by herself because the owners of the dogs don't care to clean their dogs poop and not too long ago one of the dogs started to be aggressive towards my mom and she's scared of the dog biting her and I'm honestly worried about her, and yes I already mentioned her about me calling so they can do a welfare check but I honestly don't know what to do and where do I start, please help.
