Pixel 9 "Limit to 80%" feature is broken?

I’ve had my Pixel 9 for a while now, and honestly, I kept Battery health assistance and the "Limit to 80%" setting turned off the entire time. However, my battery performance has been really bad lately, so I finally decided to toggle them on to see if it would help.

Here’s the catch: even though I enabled the 80% limit for the first time, it's not actually working. I plugged the phone in when it was at 20%, and even with the settings active, I just looked up and saw I'm at 82%.

The settings screen shows a big checkmark like everything is fine, but the status bar says otherwise. Is this a known bug where the phone needs to "learn" the limit, or is the calibration just glitching out because I've kept these features off until now?
