For those in the group that have a PE, how did you find your references?

I am looking into the requirements for my home state and I am finding that I need 3 references from PE's. However, the place(s) I have worked do not have any PE's or have not had PE's in the past. It feels like this is a major roadblock and I am not sure where to look or how to find references that fit this requirement.

Have any of you struggled with this? If so, what did you do?
