Should there be a lintel above these windows?

Hiya, I'm getting new double glazed windows put in to my double brick 70s build apartment. I had to pull out the pelmets today in preparation and found that the pelmet was being held in by being nailed in to wedges of wood shoved in between the bricks. A fair amount of plaster is loose now and I'm worried as chucks of it are loose on the underside of the window cavity. Shouldn't there be a pelmet there holding it all in place?

I was planning on filling the holes with foam and then spackling over top. It's this the way to go and should I do this before the window guys come or after? I'm assuming that more of this stuff will come off/out once they use whatever heavy machinary they use to remove the old windows?

Any advice is highly appreciated!
