When to start watering in western Washington

The long, wet winters seem like they will never end, and then someone flips the switch, and no major rain until September. This year, it seems like the switch was flipped in late April, and May has been completely dry. (Some drizzle is forecast this week, nothing major.) The soil has started to dry out.

At what point does it make sense to start watering stuff like roses? I wonder if they can go a whole month on the original soil moisture from the winter, and don't need anything until June, or do people start watering sooner?
