Can my landlord charge service charges for my illegal HMO room?

Hello everyone,

If you remember my posts from before about being rented a HMO room without heating, well the situation still hasn't been resolved despite a council inspection over a month ago now.

I've been told that we'll be expected to pay service charges this month onwards of £88.88 a month, they were originally supposed to charge this when we moved in but they haven't up until now due to the poor state of the property.

Do I have to pay these charges considering I still do not have heating and was rented out the room without it? I plan to find a new HMO in the next couple of weeks due to the horrendous experience I have had there, but I'd like to know if I can legally refuse to pay these charges in the mean time?

I have gone back to the council and enquired about the heating but haven't heard anything yet. I have a huge list of complaints about the place but I don't know if it's worth bothering fighting when I just want to move.
