So I've only watched episode 0 prologue and, unfortunately, a trip down wikia trying to understand this myself just led to some other spoilers instead.

So I guess I just want to know why Delling killed those scientists? Why not just simply ban their research from continuing? It looked like none of the killings were sanctioned either since the councilman looked shocked when his assistant whispered in his ear during the speech, and Delling said he'd assume responsibility.

But how did Delling get away with all the killings and not jailed for it? It just seemed like a lot of it was unnecessary overkill when scientists could simply have their research funding taken away.
