It seems that the K-9 (Arc-thrower guard dog) is not affected by the Hand Carts ship upgrade that is supposed to lower the cooldown of all backpack stratagems. Every other guard dog has a cooldown of 410 seconds with the hand carts upgrade applied, but the K-9's is 456 seconds. It is also not included in the list of affected stratagems on the hand carts upgrade page.
