Identifying markings

I have a US mess kit I got at my local surplus store for 10 bucks a few years ago, and I was wondering if anyone could help ID who owned it? It has some markings on it. Top says "Hugh" with an "H" on one side and a "W" on the other. The bottom says "971 HLW FRANCE" with a picture of a bird. If anyone has any knowledge, especially as to what "971" could be, please let me know.

The mission where you have to put the scanner outside of the first distortion field in the forest ( the one fairly near to the entrance from the facility, to the east) is bugged for me. The first time I did it, it worked fine. Now, ive tried it twice since then, and both times the blue "ghost" that the scanner snaps into when you place it doesn't appear anywhere. This means I cant get the scanner to register being correctly placed to continue the quest. Does anyone have this issue?

My favorite part of popcorn is the kernels that only pop partway. They're crunchy and delicious. Is there anyway to make something like them in large quantity?
