Did he do cruel experiments or nah?

I am not super knowledgeable about his lore (I am lazy) but I feel I am getting conflicting informations..
The game and Genshin fandom largely treats him as cruel scientist who experiments even on kids.
But I've seen multiple instances here people say he actually didnt do all that, and that he mainly does his experiments on dead people.
I know he wasnt directly involved with Collei for example. But still, to my understanding he was in charge of those experiments? It hardly makes it any better, only that he made other people do the dirty work. (Correct me if I am wrong).
What confuses me the most is his involvement in House of Hearth. I've seen Trofin Snezhevich used an example/proof that Dottore wasnt that cruel 💀 the game OUTRIGHT tells you that getting sent to him was fate worse than death. Was is just baseless rumours made up by Crucabena so her kids would be scared of him? Like a big boogeyman 🤣 or, is there is some truth behind those rumours?
I just want some facts and pls no biased opinions. I dont need you to make him "look good". I just started to think of this when I once more saw comments saying he does cruel experiments on kids and I was like.. does he really?
