Looking to repair the stain uneveness/wear to this vintage piece….

How would I go about restaining this piece for a consistent stain finish on the face of this circle?

I don’t believe it is softwood because it doesn’t mark easily.

How would one go about getting the stain to be even on the face of the circle?

Should I sand the whole face down and apply wood conditioner and then stain?

The piece came like this with the unevenness/scuffing to the stain, and so I’m looking to see the best way to try to rectify it
