How bad is this deck? How much to fix?

Getting estimates for this two story deck that we are fully aware is not up to code. We were quoted 40k to build a new deck, curious if that seems high, low, or expected. Considering purchasing this property and seller claims it can be done for “much less”. Home inspector said he thinks no company would repair, only do a full tear down and replace. Of note: support posts sit on the ground or concrete wall. Support posts are 4x4s, the steps from the second story should be featured on r/deathstairs because of grade, distance between steps, etc. Moving the landing would then block the window as well.

Also… in the meantime, would you use this deck? Railings do not feel like they’d hold two people leaning against them, I’ll say that much.

Location is a city similar to Cleveland. Thanks!
