I've been learning to play with my new Japanese minis and I have a question about the special banzai rule in V3. When the rules say all affected units must engage the nearest enemy unit does that mean for example 3 squads of 7 for example become 21 in the close quarters roll or would the three squads remain separate attacking the enemy unit in three waves instead?

I feel like the former is correct but the person I play with believed it should the latter, but I feel that diluted the purpose of the banzai rule as a last ditch charge.
