During group discussions I noticed sometimes posts will have a photo. At times, I am able to post photos and other times I am not. How am I able to post photos?

I see a photo icon at the bottom of my screen, I click it but when the options appears, sometimes I get a camera option if I am lucky because sometimes this option is sometimes not even available for me.

This is my example of camera option being available and not the photo option.
