Both of them spend the entire game thinking they're doing the right/honorable thing but in reality they are creating more violence at the behest of their corporate bosses, but in the end Reed sees all the the damage he's done and tries to take the step forward in changing, but Takemura always end up siding with Arasaka no matter the ending.
