Are block marks acceptable?

Started at a new shop a couple months ago and have been going rounds with the other painter on standards for prepping. (50/50 paint team one of us sprays on week the other preps and we swap each week) This painter came from a different company I transferred from within the company. Our sealer says it will fill 400 grit sand scratches it took me a month to convince this guy that 320 was too coarse. He has been attempting to finish things in 600 grit which is sop for our company. The problem is there’s always 320 swirls and a lot of the time 320 straight line block scratches. Things have gotten heated as I pull him into the booth to show him the problem and reiterate that it needs to be finished in 600. I show him block marks he tells me it’s not that bad just double seal it and fog the color on and hide it. And blames my application of materials for the scratches showing through the base coat. How many of you seasoned painters will paint over block marks? Am I being a stickler should I let him slide or should I keep on him to do better prep work?
