Static margin for a slender rocket

Hello, we are developing our first 1km rocket and due to time and budget constraints, we are using the same diameter of our 500m rocket. That resulted in a very long and slender rocket, with an L/D of 144/7.8 cm, and we have some questions about the static margin that we should be considering.

We don't know if our rocket will suffer from weathercocking with a static margin higher than normal and what is a good way to solve that problem. Is it better to add mass to the nose cone or make bigger fins? Is there a rule of thumb for that kind of rockets?

Any help is welcome, thank you guys in advance.
