Novice DIYer hoping to get a flat finish on two bedroom ceilings with light texturing.

There is... ambient electric heat in the ceilings. One room looks like it was used less and has just a few bubbles here and there.

The other room has this substantial crack that was taped.

I'm weighing two options:

1. Let a coat of citrus stripping gel sit and then scrape the whole ceiling

2. Strip only the worst places, then sand and primer before skim coating
