CA made it very clear they are not doing the End Times in any shape or form. At 1.12 in this video:

Richard Aldridge says that, while they are taking inspiration from the End Times, the DLC is about the Lords of the End Times, not the event itself. They are not following the narrative GW created.

I definitely love the idea of the Empire getting some more elite infantry, but I think Teutogen Guard should perhaps be the equivalent in capabilities to Tzar Guard, not Chaos Chosen.
