What the MyCookie Gacha Package does is GUARANTEE that you get them upon the 2nd purchase. It (alongside the lips) is neither a part of the Director of TBD set nor the reward for completing it, but their own separate Epic icings. However, because of that, you have a 0.0465% chance of obtaining them, instead of the 1% that the other Special icings do.

UPDATE: IF you switch to the regular gaha, the chance increases to 0.0930%, double of what it is in the Special gacha.
