Encapsulation Advice

Had a water leak so I ripped up the LVP and luan that was under since it was ruined. I found these 5x5 tiles with black adhesive under them. I am getting it tested to be sure. The previous owner had nailed/glued luan on top of them for an underlayment. The tiles are 95% intact but there are a few that are partially crumbled or came up with the glue when I lifted the luan. My question is, can I just cover with luan and screw down again and place LVP on top? I want to ensure no dust would be coming out if installing the luan damages the tiles more. The test till take a week and I would like to finish the floor asap. If the remediation is going to be the same whether it has asbestos or not makes me not want to wait to do it. Any advice is greatly appreciated.
