lemon tree struggling

bought a lemon tree sapling about 2 years ago. had flowers when we first got it (smelled divine), but they never came back. currently planted in ground zone 9a we got clay type of soil. got really frost damaged in february n lost all leaves, so i’m now planning to transplant into a 15 gal planter. i’ve got green when i scratch the bark on most of the tree until it gets to the top right below the branches, n suckers showing up along the trunk. after transplanting, should i cut at the top of the trunk below the branches since all of that is dead? should i pick off the suckers after transplanting too? currently in full sun, watering here n there—sometimes once a week sometimes once every two weeks sometimes we get lots of rain so i kinda just water by instinct, usually humid climate also. please help!!!
