I’m trying Kabalite cartel for the first time tomorrow and had a couple questions about the rules:

1. Does the infiltrate keyword gained from the informant network enhancement apply to attached leaders as well or do the kabalites have to be by themselves to infiltrate?

2. If I have my archon warlord in reserves can I still target him with the stratagem to start a new contract?
