Hi All!

I'm sure I'm missing something but for some reason I seem to be incapable of building more naval bases in Malta above level 6. I can't seem to see them already queued anywhere and as seen in the screenshots. Does Malta have a hard cap of 6 perhaps?

I'm aiming to have a naval supply hub built there eventually.
