Over the last few days we’ve noticed the lights in our bathroom and bedrooms flickering/fluttering intermittently. The electric company stopped over and said everything looks good on their end and recommended updating the service. Not sure if it changes anything, but we do have an updated panel in the basement (generac).

My main questions are:

Does this put my family at risk and needs to be replaced immediately?

What is the approximate cost to update (located in upstate NY)?

Would going with the new (free) smart meter upgrade solve this issue?

Currently trying to put my 5-month old back to sleep after being woken up by my neighbor mowing his lawn at midnight. I get that people work second or third shift, but really?? My spouse works overnights and would never consider doing something so loud outside at this time of night. If it happens again, would calling the town’s non-emergency line be warranted or petty? I would approach him, but really have zero contact with this neighbor and not trying to start an altercation with someone who thinks it’s okay to mow the lawn at midnight.
