Help with Crazy High Tax Valuation on Car

Working on my registration for this year I noticed the state values the car I paid $10,000 for at $17,400 for tax purposes. This is way off as you can imagine. I've tried a tax appeal but they refuse to consider this 157,700 mile car as high mileage and won't accept any dealer listings as proof of their mistake.

She said she could bring it to them for an inspection at the tax office to see if its condition could be taken into account but the car is in decent shape. The issue is that, even in decent shape, this car is worth $13,000 tops at a dealer with this mileage. I just bought mine via a private sale with some issues I already fixed.

She mentioned I could have it appraised but the lowest quote I got for an appraisal is $250. I'm trying to get my $400 tax bill lowered and I'm not doing that by spending $250 to save $100.

Anyone have any recommendations on how to get this adjusted? Does anyone know someone that does cheap appraisals?
