I am in NYS and I have been working on creating my own dry baking mixes from scratch. I want to elevate my mixes with shelf stable ingredients like dry milk and powdered eggs. This seems to be a grey area based on what I've read about the law. Unsure how to proceed or where to even ask before trying to sell.
