I've been renting a small unit for a number of years now, a few years ago I moved to another town to become a live in carer for a family member. All of my possessions were left at the unit, basically treating it like a storage unit until I had the chance to sort out my stuff and vacate. I had the power disconnected because I knew I wouldn't be staying there, now I'm ready to vacate and would like to reconnect the power so I can do a good clean, power company wants a preconection safety test done, property manager says I am responsible for the cost, does this sound right?

I had the electricity disconnected a few years ago as I knew I wouldn't be staying there, now I'm in the process of getting the power back on so I can do a final clean up before vacating. The electricity company is asking for an electrical safety certificate and the property manager has told me I am having to pay for it. Does this sound right?
