guys i need help, Multan se hoon and trying to build a compute node for ML and CUDA learning. budget is around 150k for the node.

an AI suggested me this build, what do you guys think: Ryzen 5 5600, B550M, 32GB DDR4, 500GB NVMe, used RTX 3060 12GB, 550W PSU

a few things i genuinely don't know:

1. koi reliable shop hai Multan mein for used GPUs or do i have to go Lahore?
2. RTX 3060 12GB vs 3070 8GB for CUDA and ML, which one actually makes sense?
3. is there a better combo in this budget?

anyone who has built something similar please help a brother out
