I am scoring around 522 this year. I am from West Bengal. Can I get any government college? If no, how much would the total course in a private college cost?

I filled online passport application form and submitted it. However, no payment was made and neither did I take an appointment date. I later realised that I have made some mistakes in the form. Can I now ignore that application and simply create a fresh correct one again???
