IR-1 Mumbai consulate interview coming up - only have 2023 tax transcript due to ITIN mess. Looking for advice.

DQ date is November 21st so I'm expecting my interview letter for Mumbai any day now.

Here's my situation: I only have a 2023 federal tax transcript available for the I-864. The reason I'm missing 2024 and 2025 is a nightmare ITIN situation:

  • Filed 2024 jointly by mail (required since my wife needed an ITIN)
  • IRS rejected her ITIN application over a document issue
  • Resubmitted with corrected/verified docs in February 2026
  • Still haven't heard back
  • 2025 taxes is unfiled for the same reason

So right now I have exactly one year of transcripts.

A few things I'm trying to figure out:

  1. Has anyone gone through Mumbai with only one year of transcripts? Did the consulate push back?
  2. Is a cover letter explaining the ITIN situation + proof of February resubmission sufficient to explain the gap?
  3. Should I be filing 2025 independently in the meantime even without the ITIN resolved, just to show a filed return?

Also worth noting - I do have Indian income on both missing years which is part of why the ITIN situation has been more complicated to untangle.

Any advice from people who've navigated similar situations would be really helpful. Feeling the time pressure here.
