[MN] My sibling needs the rest of her property

My sibling was recently a victim of domestic violence and had me move her out emergently from an apartment unit where her boyfriend was the only listed person on the lease agreement. She had to leave some of her belongings behind the day she moved out and returned the following day with police escort, which was unsuccessful due to the unit lock being changed (we don't know if the ex bf or landlord changed it). Due to safety reasons and a protective order, my sibling has not responded at the ex's attempts to communicate with her. The police that we had take a report that night stated my sister was clearly a resident despite not being on the elase given all of her belongings were in the unit, and she had a copy of the unit key. The property management CEO died several months ago, and the management company still lists this building as one they manage. They have not responded to emails, web form inquiries, or phone calls. My siblings phone number appears blocked and mine gets an answer that the "number you have dialed has calling restrictions." I reached out to the company that OWNS the property to request current contact information for management. Are there any other steps I can take to help my sibling retrieve the rest of her items? She still has legal documents there and other meaningful items that would be difficult to replace.
