With so much data coming in from the OBU2, why G not implementing Active Traffic Management?

On a recent trip to Australia, I remember seeing dynamic speed signs on highways to deal with congestion.

So I wonder why our G goes for the backwards-hardcoded approach, such as speed limiters, which give rise so many dangerous scenarios on highways, instead of more advanced, intelligent traffic management systems that adapt to speeds on actual traffic conditions on the roads.
