Can't tell because of fluid film. I live in the rust belt, can someone experienced tell what condition this frame might be in?

First car. Wanted to back out of buying a year ago because i seen the rust. Both the Garage and seller said its just surface rust and "we've passed way worse cars inspections" basically got told "im the Garage and you don't know anything" so I believed them, bought it for 9k, got it fluid filmed the same day. Lasted 12 months and 6k miles. That's the last time I let a "professional" give me advice
