The problem for example, I have 25 Speech. It says so on the Pip-Boy, I have no debuffs on my SPECIAL. I get a prompt for a skill check. It only says 15/25. I am confused

I've modding out my New Vegas for a shotgun run. Sadly, stupid old me forgot to make backups and installed the mods by putting it in the folder manually rather than using Mod Manager. Now, every skill for my character is somehow -10 compared to what's written on the Pip-Boy. I can't seem to find a workaround for in, so a fresh start it is.

If I do Verify Integrity on Steam, does it have the same result as a fresh install? I live in a third-world country so I would rather not reinstall the game. It's as slow as molasses.
